HR-Consulting (www.search4staff.com) on behalf of his client - The International Committee of the Red Cross (ICRC) is looking for a Political Adviser.


Political Adviser 2 contributes to the overall management of the Delegation and the definition of its strategy and objectives in particular Protection and PREV activities.
  • S/he provides support to the IHL, MAG and PGE departments to enable Prevention activities to be carried out by the Delegation and provides support to the various departments.
  • S/he identifies, maintains and broadens a network of contacts at national level and facilitates the management’s access to them.
  • S/he provides key support to the mission in understanding and influencing the wider political and humanitarian environment in Moldova.
  • S/He designs and delivers effective diplomatic and policy strategies and shapes the delegation's engagement with humanitarian, multilateral, political and regional fora.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary 

ACCOUNTABILITIES AND RESPONSIBILITIES
  • Networking, Representation and Humanitarian Diplomacy (40%) (in consultation and coordination with the Head of Delegation)
  • Maintain, strengthen and develop a network of interlocutors relevant for the ICRC operations and the management of security as well as the mapping of influencers.
  • Supports the Head of Delegation in engaging and building sustained relationships with government, political parties, international organizations and multilateral organizations as well as NGOs in coordination with the Regional Delegation multilateral affairs focal point.
  • In the absence of the HOD, maintains the delegation’s formal contacts with the relevant authorities and stakeholders, as well as international actors.
  • Represents the ICRC at meetings and events upon request.
  • Develops and implements influencing strategies and plans of action to assist the Harare Mission to shape the debate on legal and humanitarian issues, expand ICRC influence and advance ICRC operational and institutional priorities formulates suggestions or approaches to be adopted by the Chisinau Delegation and UNC Regional to increase the understanding, trust and acceptance of the ICRC. 

Support for Prevention Activities (30%)
Military Armed Groups (MAG) & Police and Security Forces (PSF)

•             In coordination with the MAG and PGE departments, provides support to enable their activities to be carried out by the Chisinau Mission.
•             Keeps regular contacts with a network of interlocutors to discuss, exchange and update on matters related to PGE and MAG files.
•             Advises, supports and coordinates with the undertakings and objectives of the PGE file, as it relates to legal aspects (i.e. Human Rights Law / IHL) especially of the detention and protection of civilian files.
 
International Humanitarian Law (IHL)
•             Develops and maintains a network of key interlocutors linked to the IHL and IHRL files (including other organizations working on those thematic), in order to support and consolidate the efforts undertaken to influence the key decision makers related to this file.
•             Promotes international humanitarian law and thematic issues of concern to the ICRC with government, political parties, embassies, international organizations and multilateral organizations as well as NGOs in coordination with the Prevention team as relevant and in accordance with identified priorities and strategies for the larger region
•             Conducts research & analysis, provides advice and monitors of/on legal matters related to national implementation of IHL drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, 'non-papers' etc. related to Delegation activities and objectives;
•             Organises and/or facilitates, makes presentations at and/or participates in when appropriate, events for the purposes of IHL implementation and/or at other promotional/networking events as appropriate (ex Moot court)
•             With technical support from the Regional Legal Adviser, assists the authorities in drafting implementing legislation and other legal instruments related to national implementation of IHL
•             Where required, represents the mission abroad in conferences and seminars related to IHL matters
•             Advises and supports the Communication Department on legal aspects related to Protection undertakings in public communication, including press releases and reactive press lines.
•             Assists in the organisation of IHL missions for the Regional Legal Advisor to Moldova.
•             Follows the development of the institution legal related thematic files and works with the Regional Legal Adviser to identify priority thematic IHL files for Moldova.
 
Support for Protection Activities (30%)
•             Advises and provides guidance on the applicable national and international legal frameworks and norms in relation to the Delegation's protection activities to address identified legal and other related issues (e.g. detention, missing/forensics, migration).
•             Advises on the legal aspects related to the strategy and undertakings of the Missing/Forensic, Migration and Detention files (such as research studies, events, meetings etc) including identification and mapping of stakeholders.
•             Compiles, follows and analyses developments in, international humanitarian and human rights law and Moldovian domestic legislation, regulations and case-law of relevance to the objectives set by the Protection Department.
•             Develops and maintains a network of interlocutors linked to legal questions of the delegation's protection activities and to the national implementation of IHL (e.g. lawyers, bar associations, the judiciary, relevant UN agencies, I/NGOs, etc.). 
 
PEOPLE MANAGEMENT RESPONSIBILITIES
•             Give guidance or take corrective measures where and when necessary. Ensure a good communication, oral and written within the departments, with and between CHI Mission and UNC RE.
•             Appraise the performance of his/her direct subordinates.
•             Ensure compliance of operations with the Law of Moldova and the code of conduct of the Institution's operations and personal conduct.
 
ADDITIONAL DUTIES

•             Advises management and staff on political and humanitarian issues, contributes to defining the mission’s overall strategies.
•             Actively maintains and develops a network of contacts within the national authorities, security and armed forces, political opposition, civil society and International Red Cross and Red Crescent Movement and with any other influential stakeholders.
•             Maintain the overview on the political, military and humanitarian situation.
•             Drafts reports, minutes of meetings and other required documentation to share the results of discussions and other analyses.
•             Participates in the yearly APM process and subsequently, in the elaboration of the PFRs and budget in relation to prevention and protection activities and monitors implementation,
•             Contribute to the internal reporting of the mission through the weekly operational report, the institutional reporting and ad hoc documents (MoM, FTR) etc.
•             Contribute to the definition of the of ICRC's operational strategy.
•             As a member of the Delegation ‘s Management Team (Etat Major) contribute to the Delegation’s Coordination meetings and EMs.
•             Is self-aware, works responsibly and autonomously
•             Keeps up to date knowledge in field of expertise and acts as reference person
•             Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the department and shares relevant information with colleagues

Minimum Qualifications:
  • Confirmed analytical capacity in a similar field of activity.
  • Ability to demonstrate the existence of a relevant network of contacts. Proven experience in cultivating networks and influencing others.
  • Computer proficiency.•     From 2 years’ professional experience as an analyst, advisor or programme officer in similar fields, organizations or governmental structures. Working experience with the ICRC an asset.
  • University degree in a relevant subject (e.g. international relations, social and/or political sciences) or relevant professional experience.
